Passages Transfer Versus Release

Allegheny County uses Passages to Recovery as contracted alternative housing outside the jail tower. The county page identifies capacity for 56 people. Residence can include structured treatment or programming and approved movement. Those features do not turn the placement into final discharge. The person remains within a controlled county setting until the relevant authority records a later exit.

The first event is often ACJ's transfer to Passages. The next event may be a community exit, a change in court status, supervision, a return to the jail, or movement to another authority. Each event has a different meaning. Asking only whether a person left 950 Second Avenue can miss the continued placement. Asking only whether the person is presently at Passages can miss a later transfer.

Confirm a Passages Discharge

Use identity details that tie the inquiry to one booking. A full legal name, date of birth when legitimately known, approximate ACJ admission, docket number, and placement dates are more reliable than a name alone. Then ask separate questions about the jail departure, Passages placement, and later destination. This prevents a county transfer from being reported as a final release.

1. Call ACJ at 412-350-2000. Ask when the person left the jail and whether the destination was Passages to Recovery.
2. Call Passages at 412-535-4345 for publicly available routing or status information.
3. Search the Pennsylvania UJS docket for the court order, sentence, bail event, or disposition behind the placement.
4. If a later exit is reported, identify whether it was to personal custody, county supervision, treatment, electronic monitoring, or another agency.
5. Request the existing county release or movement record when the date and destination must be documented.

Passages Release Record Trail

The county research found no public named release feed for Passages. The practical record trail begins with ACJ, which can distinguish the initial transfer from a personal-custody release. The court docket explains the legal authority and may show later disposition or supervision events. A county record request can seek an existing movement or releasing entry. None of those sources should be made to answer a question outside its scope.

A docket is not a live location tool. An ACJ telephone answer is not a certified record. A movement entry may show only what the county system maintains. Strong confirmation reconciles the sources instead of replacing one with another. If the dates differ, the court date may be the order while the operational date is the actual move or exit.

Ask for records “as maintained” and avoid demanding a new narrative. Pennsylvania's Right-to-Know Law gives access to existing public records subject to exemptions and redaction; it does not force the county to create a report or establish one universal retention period.

Reading Passages Court Records

UJS Case Search covers Common Pleas criminal and Magisterial District cases without an account. Search by county and court, docket number when known, participant name, date of birth if available, case status, and filing date. The docket can show entries, disposition, sentence, and financial events. It can identify the judicial act behind placement or a later supervision change, but the newest entry may lag.

Pennsylvania defines disposition broadly. It can include dismissal, acquittal, plea, conviction, pardon or commutation, and discharge from probation, parole, or correctional supervision. That breadth makes court records useful after a short operational view disappears. Still, a dismissal or time-served order can precede ACJ processing, and another docket or warrant may affect the exit.

Older Allegheny criminal files may require courthouse retrieval. The current year and four prior years are readily available in Room 220; older files must be ordered from storage. Court staff answer file-order questions but do not provide case-specific facts by telephone.

Detainers and Passages Placement

ACJ Policy 220 supplies a distinct local rule for the jail stage. A civil immigration detainer on DHS Form I-247 or an I-200 administrative warrant does not delay an otherwise authorized ACJ release and does not impede bond. A judicial warrant is different. The rule governs ACJ handling and should not be converted into a general claim about every decision at Passages.

The forms sit in the individual file, not in ACJ's offender-management system. If immigration custody is material, request the specific document if publicly available and check the official immigration channel. A roster gap cannot prove an ICE handoff. Nor does release from Passages, standing alone, establish that an immigration or other agency matter ended.

Use the narrowest supported label. “Transferred from ACJ to Passages” means county control continued at the new setting. “Passages placement ended” identifies a later event. “Released to personal custody” should appear only when the county or another official source confirms that destination.

A notification is not a certified Passages discharge document, and an unanswered or missing result cannot establish the person's status.

Build a dated chain from the sources. Record the court order, actual ACJ departure, arrival in alternative housing, later Passages exit, and any supervision that follows. Different dates may all be valid because they describe separate acts. When sources conflict, ask the custodian which event its field records rather than assuming one office made an error.

Request Passages Release Records

A focused county request can seek the existing ACJ releasing entry tied to the known booking. Ask for the actual exit date, time, and destination or transfer agency if those fields are maintained. That request should exclude protected medical, victim, witness, security, and investigative details. It should also distinguish the first move to Passages from the later end of the alternative-housing placement.

If the county says no responsive record exists, ask which custodian maintains the relevant exit entry and whether a retention schedule governs it. Do not ask staff to build a new timeline. The court docket, supervision office, and a record from the responsible placement authority may need to be reconciled to document the final Passages discharge.
